SGP Basic Tournament Assistants Seminar

Overview
Singapore Chess Federation (SCF) is collaborating with Chess Grande to organise the Basic Tournament Assistants Seminar (BTAS).
The BTAS aims to equip prospective tournament assistants (without an arbiter license) with a foundation in the Laws of Chess, which is essential for chess arbitration.
Assistants who pass the seminar (by achieving a score of at least 50% in the written test) would clear one of the pre-requisites for the Candidate Arbiter title, and would be eligible to be considered for NA norms in SCF events.
Good performers (i.e. achieving a score of at least 80% in the written test) will be eligible to proceed to take the additional components required to achieve a NA seminar pass. The date for additional components of NA Seminar shall be confirmed prior to National Schools Individual (NSI) 2026.

The written test will take place on 4th December 2025 at 7:15pm.

Requirements
- Turn at least 13 years of age in 2025.
- It is highly recommended that the participant at least knows how chess pieces move.
- The seminar shall be conducted in English.
Capacity
The total number of participants shall not exceed 30.
Conduct
FIDE Arbiter’s Manual (May 2025 edition), with specific focus on the Laws of Chess (Introduction, Preface, Articles 1 to 12 with Appendixes A and B), shall serve as key reference for the conduct of the Seminar. A hard copy will not be provided – participants are welcomed to prepare their own hard or soft copy for their own ease of reference.

“Students” refers to current students of any local educational institution, including but not limited to secondary schools, junior colleges, tertiaries and international schools. You will be required to submit proof of student status during registration. “SCF Members” refers to both SCF Full and Associate Members. Individuals must be existing SCF Members, Students or NSFs as of the event date to qualify for this price tier.
About the lecturers
IA Osric Mooi has played a major role in many regional tournaments like World Youth Under-16 Olympiad (2007), Commonwealth Championship (2010), Asian Schools (2015) and Asean Age Group (2018). He was also involved in Multi-Sports Games like FISU, Asian Indoor Games and Asean Para Games.
IA Kelvin Wee is a seasoned arbiter with a wealth of experience in both regional and national chess events. He has served in multiple roles in regional events including Singapore International Open (2024), Thailand International Open (2023), ASEAN Age Group (2023), Singapore Chess Festival (2022-23), Malaysian Chess Festival (2019). Kelvin has also made significant contributions to national competitions and local weekend tournaments. Before dedicating himself to arbiter duties, he actively competed in international opens, bringing a player’s perspective to his role.
NA Ong Yujing is a former member of SCF Board and SCF Arbiters Commission. He published a list of “Where to play chess in Singapore”, a compilation of local chess sites, which now serves as a useful reference resource on the SCF website. He has served as an arbiter in many local chess tournaments, both for SCF and for other organisations such as ASEAN Chess Academy, Bishan Chess Club, Chess Academy (Singapore), KCF Asia-Pacific, Lion City Inclusive Chess, SG Chess Hub @ Jurong Spring and United Chess Enthusiasts of Singapore.

- Entries by default are non-refundable. Exception is for attendees who were rejected due to venue capacity
